ILCM was founded in St. Paul in 1976 as Oficina Legal, a program of Southern Minnesota Regional Legal Services (SMRLS). Oficina Legal, which was later renamed ILCM to reflect Minnesota’s diverse immigrant and refugee communities, established itself as a separate nonprofit in 1996 after Congress imposed new restrictions on federally funded legal services programs. In 2025, ILCM served clients in 62 of Minnesota's 87 counties and supported 3,533 cases statewide, a 30% increase compared to 2024. Today, we are the only organization in Minnesota providing free, statewide immigration legal services regardless of nationality, legal status, or case type.
For 30 years, ILCM has provided free immigration representation and law-related education to low-income immigrants and refugees across Minnesota and North Dakota, and we're not backing down! In an era of political uncertainty and undermining of our communities, our ILCM team strives to keep families together, protect fundamental liberties, and ensure access to justice for all. It helps clients like Maria*, a trans woman from Cuba who escaped persecution due to her gender identity and is receiving legal support at ILCM. Or Luke*, a DACA recipient who reached out to ILCM and expressed his fear of losing his immigration status and wish to continue school. Stronger Together Impact Awards Ceremony
During the evening program, we'll be presenting the Stronger Together Impact Awards in honor of ILCM's 30th anniversary. As we celebrate 30 years of advancing justice and equal opportunities for Minnesota's immigrant and refugee communities, the Stronger Together Impact Awards will honor community partners, leaders, and advocates who have shaped and inspired the ILCM community from the beginning. These folks have worked alongside ILCM to build a welcoming community against the systematic inequities of our immigration legal system and created a lasting change for all. At its core, this award reflects a truth that has guided ILCM for the past 3 decades: we are strongest when we work together.

- Limited quantity. Discounted rate offer closes on August 7th. After August 7th, tickets will be $85.
- Supporter Ticket — $125
- Be the first to support ILCM's work. Includes admission and an additional contribution to ILCM.
- Community Access Ticket — $50
- We offer a limited number of reduced-price tickets to ensure this event remains accessible to all members of our community. Only select this option if cost would otherwise be a barrier to attending. If these tickets are unavailable and you require further assistance, please reach out to development@ilcm.org.
